This episode makes much more sense in the light of the fifth season episode "The Eschatology Of Our Present" among others, including at least a couple of fourth season episodes.
With the hindsight of those, I'd say the admiral wasn't arrogant nor was her mission trivial; what she did, said, and didn't say was entirely appropriate.
That does imply a bit of speculation since certain dots weren't ever explicitly connected; but the hints seem strong enough.
Without that additional information, I grant that the episode might seem to be problematic in various ways. But even without the vagaries of TV, and altered story arc planning, that's one of the hazards of revealed info that's so distant from its eventual resolution.

I like this episode.
However, the main thing that niggles me about it....
Why when someone falls victim to the disease does the person (Dax, Sisko being main culprits) get this look of fear/horror/confusion as they are speaking their first affected sentence? Surely to them its absolutely normal, the other people in the conversation would be aware, but no themselves yet.

If you get the time, a good sci-fi series you might like is 'Torchwood', a British series by Russell T Davies. It's a spinoff of Doctor Who, but is easily possible to enjoy on its own. It's only 41 episodes long, at 45 mins per episode.
